A summary and listing of the General Universal Charter Rulings Authorized by Parent 41, and explanation as to their meaning and categorization. (1st Edition)

Ever since mankind cast his eyes into heaven with wonder and intrigue he has wondered what forces affect the heavens, the earth, society, mankind, and all other living things too as well.
With divine focus of attention upon reality including darkness and light, good and evil,
bad and good, and matters of righteousness, and justice, and ultimately which one shall prevail.
The ubiquitousness, of such phenomenon manifest itself into the lives of nearly every man, woman, and child of nearly every cultural society on earth.
The unifying forces, whether ethereal, social, anti-social or a combination of all three set itself up into a form radiating out from relatively few
sources to cast light onto an unlit scene as vast as the universe itself.
The perceptions of one such man who was very aware of his brilliance that was cast upon such a large world was that deity and the forces of nature combined, thus forming the shape of things to come.
He prophesized that where there was no order that there would be chaos, and that without universal laws that anarchy would prevail. The good versus bad or evil divided the day between the night.
The result of such conflict sent countless of souls running for shade, but yet far outshining their own deep, most innermost thoughts were that very man mentioned just earlier- his name is X (or parent) 41. This very same man, after years of ideological struggles in his life set up special charts or tables known as The Universal Charter Rulings. The charter rulings are not based on religion or even on matters pertaining to faith or belief but on scientific fact.
They are the “rules of the road” in a very universal sense (universal meaning everywhere, everything, ubiquity).
It is hoped that with these charter rulings that it will bring back fairness, righteousness and justice to our fellow man and all other living things too as well. Lets take the first step in giving back to man his own will to make his own decisions and to determine his own fate with this charter ruling- “To honor the charter rulings gives the authority to act.”
The Universal Charter Rulings are divided up into three sections: Section A is decreements; Section B is the code of conduct; Section C is land. Let’s start with section A.

Section A (decreements).
Mar.8th charter rulings: Mirth, church, weddings, bast, and last names. (For mirth 3 look in section C under code of conduct). Church: An establishment or gathering of people for assembly to worship and practice their religious beliefs, faith.

Dec.19th charter ruling: For the churches to ordain themselves. Ordination is formal self-establishment into the assembly and community of churches for public recognition and acceptance. Churches that do are formally recognized. Weddings (Also look in Section C under code of conduct). Weddings are when in mutual support and fair dealings two people are brought together to join and unify their relationship (also known as wed).
Dec. 14th charter ruling: When what started out to be a plural relationship melds together and forms unity or oneness the two people or couple can get married, if so desired. (Part of Mar. 8th): Bast: When out of wedlock sexual intercourse results in the birth of an illegitimate child or children. Last names: When a successful wedding and marriage takes place the couple can agree on a common last name. Any illegitimate children born before marriage or children born after marriage can receive the common last name.

Mar.19th charter ruling: Leases, rents, lets, sublets: Money, assets collateral or security put down for acquisition or use of land, structure, building, edifice, vehicle, vessel, aircraft or anything else owned by another party. (Also see charter ruling B).

Apr. 8th charter ruling: Wills, inheritance: For the willful change of ownership or entitlement
from one party to the next party , succession.

Jun. 23rd charter ruling: Transfers travelers checks, money orders to correct bank or financial institution* in plural system. It is hoped that most forms of credit would do this. *Parent institution.

Aug. 8th charter ruling: For transcribed (or double) gold bullion to be dumped into the sea.

Aug. 27th charter ruling: For dynasties, estates, businesses to declare their nationality (what country their from)

Sept.13th charter ruling: Educational, transcripts, universal: For the universal recognition of credentials, diplomas and transcripts from well established colleges, universities and high schools.

Sept 19th charter ruling: For spirits, ethereal beings to own their own embodiments and signs. Sept 29th charter ruling: For wild animals to own their own embodiment. Sept19th charter ruling: For each race and individual of human being to declare their manhood. Sept19th charter ruling: For man to own his or her own embodiment. (Also see charter rulings A&B).

Oct 10th charter ruling: For the startup of the material universe and the conformity of space, time and matter. This makes provisions for a large-scale universe.

Oct. 19th charter ruling: For the streets, roadways, passageways, and corridors to be open to the general public by decree, consortium.(Consortium means by vote of approval). (Also see charter ruling A).

Nov. 7th charter ruling: For the separation between state (or government) and privately owned property (up to and including land). (Also see charter ruling B).

Section B (code of conduct)
Feb.1st charter ruling: Procedure, procurement, fold: For the protection of businesses and their right to exist under charter ruling B including the proper appropriation of materials and assets.

Mar. 8th charter ruling: (part of Mar. 8th charter rulings): Mirth: (As opposed to wed). When a loving couple become disjoined due to unfair dealings in their relationship or succumbs to sin or transgressions.

Apr.19th charter ruling: Pith return: For the proper return of materials, things and money acquired wrathfully, unfairly, wrongfully and under the pretenses of sin-to not transgress.

May. 3rd charter ruling: Computers, mead,
axiomatic: For the automatic repair of
computers and other electronic equipment
downed in the line of fire or by accident.

Jun.18th charter ruling: Guardians of the home front up to 20 miles away including pith return.

Jun.19th charter ruling: Lux-localize it.

Jun.28th charter ruling: To not stead…for such reasons as: 1) race creed color or sex. 2) for cancellation of the debt or check. 3) in the name of love gone wrong (mirth). (Also see charter ruling A).

Jul.30th charter ruling: To not sign love or intimacy within one day of it with a call.

Aug.22nd charter ruling: Human traits, genetic:
To leave human traits unaltered unless it is medically and scientifically proven to work.

Oct.10th charter ruling: For the conformity of space, time and matter: Later on in this report matters such as land decreements and the proper handling of materials, land, structures and building including the ‘E’ rulings will be discussed.

Oct.29th charter ruling: Contraband return: For the return of contraband materials if being illegal was the sole reason for the spiritual removal of such materials (similar to the Apr. 19th pith return ruling).

Dec.7th charter ruling: Read the Aug 22nd charter ruling which is: Human traits, genetic. The Dec.7 charter ruling means animals and plant life too as well.

Safe tone
For safe mental tone to be provided at their discretion and for the tone to be normal, safe and
within parameters.
Gel
The “miracle cure” that at times can be found is an ongoing process, which does not in itself violate the charter rulings.


Trees
For the green and healthy return of trees, shrubs and plant life along with the “miracle cure” that at times can be found and does not in itself violate the charter rulings. (Also see the May.8th charter ruling).

Section C (land)
Jan.7th charter ruling: To repair, repatriate the land after being damaged by fire, flooding and other kinds of natural damage: This includes use of the “miracle call” as well as other normal means of fixing and repairing the land, structures, etc.

Mar. 4th charter ruling: For riverbeds, estuaries to be excavated: This is for the proper channeling of floodwater that occasionally or sometimes normally come around during rainy seasons.

May 8th charter ruling: For indigenous life forms to be replaced intact; on lands private and public including personnel: Protects indigenous life-
forms and lands from on call calamity or catast-
rophe and returns them to their safe condition.

Jul. 4th charter ruling: For the startup of the diurnal (24 hour) day and 365 1/4 day year: This started up several million years ago so that the indigenous life forms would get used to it.

Jul. 30th charter ruling: For the world to last one year or longer after the death of any great world leader or any other person. The “miracle save” for that person would suffice and plus it would not violate the charter rulings.

Sept. 28th charter ruling: For topographical and land survey maps to be made available to the general public: This is to facilitate exploration of the land as well as land claims. Things such as mountains, rivers, lakes and coastlines are shown in their right place. Also marine (ocean) maps to be made available. (Also see charter ruling A).

Charter ruling A
Charter ruling A is: For the land to be free and open to the general public. Land is considered public until the first private land claim. (Also see other charter rulings that fall under charter ruling A).

Charter ruling B
Charter ruling B is: For private growth, use, development and private ownership to be allowed. This charter ruling, along with charter ruling A, is very universal and supercedes all national boundaries.

This completes this section of the THE GREAT WHITE TABERNACLE. The next two sections are about alumen, which is the proper startup and handling of money and currency as well as the proper handling of gold. After that is the part about land decreements. (Please continue the report on the next page).

Alumen
Alumen is the startup and proper handling of money, currency. When new money is started up in circulation it is computed how much old or different currency is going around. Special exchange centers (markets, banks, etc.) are set up with a precise set amount of the new money or currency computed in exact unit (for instance the dollar or whatever type of money it is) amount. The new money should be in all the value denomination that would normally spend.
As the old or different money is brought in to spend or deposit the balance of the return exchange is in the new money.
The old money is returned over to the state to be destroyed.
This process is kept highly accurate so that the market or bank doesn’t keep any extra of the new money deposited or the old or different money to be destroyed. The balances of both are computed before the old or different money is returned to the state and more new money is issued to the market or bank.
Fair and equitable exchange rates between the old or different money and the new money are established by consortium (call).
Such exchange practices shall continue until all of the old or different money and the new money are changed out and the old or different money is destroyed.
The total amount of money going around (old or new) should represent the total worth of goods and services on the market. The law of supply and demand states that as the total amount of goods on the market go down and the amount of potential spending money and buyers remain the same that prices would go up. It is also true that if the total amount of goods and services on the market remain the same and more currency is put into circulation that the prices would still go up. So it is good alumen to match the total amount of currency in circulation with the total market of goods and services rendered.
The news should get around or a consortium call shall issue forth. Money from temporary lands shall seldom be used anywhere else. Honoring the Apr 19th charter ruling for pith return is also good alumen. To honor the charter rulings gives the authority to act.

Gold
Alumen is also used for all gold bullion that is in circulation or is being stored in safes or vaults.
Gold that is from temporary lands or that is transcribed (or double) shall not be used period. Also see the Aug. 8th charter ruling which is for transcribed (or double) gold bullion to be dumped into the sea.
There are certain other things that honor alumen such as stocks, bonds, new parts, new equipment and even postage stamps but it is mainly critical for gold and hard currencies to honor hard alumen.

Tend
Tend is any trade, exchange or transaction. Charter ruling: Standard one hour ruling; safety of tend: Protects all trades, exchanges and transactions during and up to one hour (or longer) afterwards.

Transgressions
Charter ruling: To not transgress self or other party: A transgression is any violation of the earlier stated charter rulings and/or wrongdoing.

Land decreements
With charter ruling A and charter ruling B (described earlier along with the associated other charter rulings) as the centerpiece of the universal charter rulings we can fairly say that much human planning, growth and development are in the offing throughout the course of human history.
Normally new works of land (structures, buildings, roads, etc.) are decreed for with the decreements. There are two major categories of decreements: A) Public decreements (for instance- highways, parks, dams, etc.) and B) Private decreements (houses, farms, businesses, vessels, etc.)
Both public and private decreements fall under charter ruling A and charter ruling B along with the associated other charter rulings which protect our rights for progress, growth and development and also guard our rights for public access to public places (also see the Oct.19th charter ruling which is for the streets, roadways, passageways and corridors to be open to the general public by decree, consortium.) These rights are true on a universal scale.)

‘E’ rulings
The standard thirty day ‘E’ ruling states: That any part or parts of a building, structure, street, etc. can ‘E’ back up to thirty days of mark time for material and structural integrity.
This can be useful in the event of an earthquake or any other type of natural or unnatural shock. This ruling allows for natural aging and weathering to take place. This call is free upon request. Any ‘E’ much longer than thirty days or for a new building, structure, vessel, etc. shall be decreed for in written form and publicly notarized or endorsed.

Public and private decreement forms
Various types of these forms are available to the general public so that it can be stated in writing and then publicly notarized or endorsed that new construction and developments are taking place. The forms should reveal what the construction is, where it is, and how the construction will be funded and paid for before the forms can be publicly notarized or endorsed. The public decreement forms are for public works (i.e. roads, dams, parks, etc.) and the private decreement forms are for private works (i.e. shopping centers, housing tracks, vessels, business construction, etc.).

Consortium or concordance
Consortium means that by poll call or popular vote that the general public or governing body will accept or reject such matters. “With popular public support and approval” means the matter was accepted.

For fire, flood and other types of natural damage
Such repairs can be decreed for and publicly notarized or endorsed by public consortium or with this charter ruling: Jan. 7th charter ruling: To repair, repatriate the land after being damaged by fire, flooding or other types of natural damage. This includes use of the “miracle call” or various other means of fixing and repairing the land, structures, etc.






Warfare
Charter ruling: For guns, arms, ammunition and personnel not to be smithed in war: This means not to use excess transcribed (or double) guns, arms, ammunition and personnel in warfare. This prevents proliferation.
There isn’t many general universal charter rulings for warfare, but any unilateral (both sides) arms reduction, cease-fires, peace treaties or surrenderments agreed upon and decreed for can be used and may not constitute a violation of the universal charter rulings. In general, in war honor all the same universal charter rulings as in peacetime.

Cleanup after the war or any other devastation scene
After the war ends and peace is reestablished to the area or scene such repairs can be decreed for and publicly notarized and endorsed by public consortium or with this charter ruling: To repair, repatriate the land after being damaged by fire, flooding or other kinds of natural damage. This same method described earlier can also work for wartime damages, with use of the “miracle call” or various other means of fixing and repairing the land, structures, etc.

Additions

Epilogue
It is hoped that with these universal charter rulings that vast new goals can be set for society, the earth and the cosmos as we know it.
Modern society is becoming more sophisticated and technologically advanced at an ever-increasing rate. Human values and rights shall never be overlooked.
With each new year a new chapter in our existence unfolds but the same charter principals and values shall remain intact. Never forget that to honor the universal charter rulings gives the authority to act as we pave the way for new progress, growth and development and our freedom shall remain intact.
